Is it true?

building muscles won't convert the fat of those areas directly to muscles.

what it will do:
1) make you look skinnier at a higher weight (muscles are more dense than body fat)
2) have the overall proportions of the muscle development area increase, albeit slightly.

But theses changes are slightly. You will hardly notice them as much as you would if you where to do some decent gaining.

No, of course it isn't, and if you'd bothered to read the many, many forum posts about this, you'd already know.
