Get a gut without the fat?

So as far as I know stuffing is the most sure fire way to get the look you're talking about. Maybe ab development could work but you need a layer of fat to keep it looking like a belly. It might work if you focus on exercises like crunches that increase muscle mass without much definition development, though I admit I'm completely outside my usual areas of knowledge here, you'll need to research to find the exercises you want.
