I think it's just because there's not much incentive. Commenting a picture is only relevant to the one picture, most people that are really interested in a person just DM, I'd imagine.

Oh, I think most people look, just not comment.

Oh, from that I'd guess that too many many have burned or been burnt from taking compliments as being hit on. Seems to be a major sticking point in general on the site.
