This is an easy but yet tough question.
Everyone carries their fat and weight differently so their may be certain parts of someones body that maybe fat while other parts are not. For example a woman may have really big Fat thighs and doesn't have a belly or a lot of Fat anywhere else and I think most people wouldn't call her Fat....but she just has really Fat thighs.
It seems like more people would be inclined to call a man or woman Fat if most all of the weight and size is targeted to the belly. I mean if there is a guy or girl that are relatively thinner all over but have a big pronounced belly most would call them Fat....and even more so if they are a bit thicker everywhere with a very noticeable big belly.
I mean I would describe a woman with really big thighs and not much elsewhere as ......a women with bigger legs but not Fat. And I think most would agree even though we all have our varying degrees of thickness and size.
When my wife gained weight she would always gain in her thighs, butt, breast and a little in her belly.....and I would always view her as thick or chunky...it wasn't till after several pregnancies and after that she developed a much bigger belly to the point where she was a lot bigger everywhere and had a big fat belly....and I started viewing her as Fat (which I loved).
So, final answer.... it really seems like it has to do with a big belly for me.
