I don't know of any sites specifically devoted to BBW/BHM that allow free messaging, but OKCupid has a lot of people and allows free messaging. It's one of the most well-known applications that does so, to the best of my knowledge. I've talked to a few big girls on there before, although it didn't go anywhere.
If you're willing to spend money, Match.com has a huge user base which is generally looking for long-term relationships. Same with Plenty of Fish. There aren't many others that come to mind at the moment.
