We currently don’t offer a voice note feature on the site. I’m curious, if we were to introduce a feature like this—where would you find it most useful: in messages or chat?

Hmmm. Not chat. Messages sounds good. But a section with voice clips just like your video section.

Oh wow! This sounds like a fun idea for messages!!!
I would really enjoy listening to someone's voice, tone of voice would be exciting!
...can you hear me? LOL
