Gaining subcutaneous fat without excessive sugars

Pre-diabetic and trying to keep sugars down (doctor's recommendation) but want to keep gaining if possible

Been mostly drinking shakes and stuff that has good calories (was told to avoid lots of bread and junk food) and it's resulting in some unwanted weight loss

Is it possible to keep gaining body fat (belly fat in particular) while limiting sugar intake?
