I think the best solution here (and I agree it's an issue) might be to just to have people be more conscientious when they're making a personal ad thread and stick to the guidelines.

Yeah that aint happening. I already suggested to implement some form of title guidelines to include at least the country you are looking for people in.
A suggestion post was made but almost all just ignore it
There are other ways it could be enforced, I just don’t know how many people care. It seems like people like it the way it is? It’s not like there are that many, less than a dozen new ads a week, maybe? But there could be ways to moderate that forum differently if it was a priority.
