This is mainly due to genetics. Women are probably more likely to get sucutaneous, soft fat than men. But many report that heavy cream tends to be applied subcutaneously. If you alternately lose some weight after fattening phases, you should also accumulate more subcutaneous fat or less visceral fat over time.

I had a big hard beer belly until very recently (within the last 40-50 pounds) with some added pounds I’ve accumulated a soft doughy outer layer and now im adding rolls. It’s genetics what you’re eating age how long you’ve been fat imo

It’s largely genetics, plus influence from your endocrine system.

If I were you, I’d try to keep my consumption of sugar to a minimum, and focus on achieving calorie surplus with dairy.

The cool thing is that when you exercise, your body will burn visceral fat before you burn subcutaneous fat.

It's possible to manage your ratio of visceral to subcutaneous fat by exercising and eating a clean yet high calorie diet. However, this will only help so much as your genetics have the greatest influence.
