You never know. Documentaries have a way of going off in different directions than were ever imagined when they were conceived. All you can do is roll with whatever happens. See "Paradise" or "Hoop Dreams"--wonderful movies that were better than anyone could have expected.
Then of course there are documentaries that never go much of anywhere. See "Paradise II"!

One approach would be to tell the stories of a number of feedees and do follow-up stories over the months and years as they gain--or fail to gain, or decide not to after all.
If you could get enough co-operative candidates it could be pretty wonderful.
