Pubertal gynecomastia occurs in approximately 75-90% of male adolescents and resolves over the span of a year or two without medical or pharmacological intervention--unless you're among a "lucky" contingent of anywhere between 4-10% of boys. For them, by the time it's clear that the underlying tissue is permanent, pharmaceutical intervention won't have much effect. The only remaining option is removal of the tissue via surgery, which is largely considered cosmetic by most insurers unless the breast tissue presents a threat to the patient's life (think cancer).
Otherwise, expect to drop $10k at the very least for a surgery that is not guaranteed to to produce results you even like and comes with risks of its own. Enjoy having nipples? Those might fall off if the grafts fail. Or you could be slightly more fortunate and just wind up with insensate nipples. Cool!
I hated (and to some extent, still do hate) my own moobs, but some people are really into them, so there's that. It's small consolation at this juncture in life, but I'll take it over spending my entire young adult life feeling like a freak show.
